The National Conference of State Legislators (NCSL) is a non-partisan organization that represents all state legislators nationwide. Last week, they held a vote and adopted a revised cannabis policy measure (the “Directive“) which supports federally descheduling cannabis, as well as banking reform. The group has also called for cannabis descheduling in 2017 and 2018, but those mainly focused on states being allowed to make their own decisions on the subject. This time, though, they called for federal cannabis legalization. They also ask that “until cannabis is federally descheduled,” the federal government should stop interferring with citizens who comply with state cannabis legislation, and instead only focus on illicit activity. Their directive also used strong language urging, “Congress to pass legislation allowing financial institutions to provide banking services to legitimate state authorized cannabis-related businesses.” This measure by the state legislator group is a positive step, because it shows the states are uniform in their effort to encourage the Federal government to act quickly on cannabis legalization and banking reform.
